What is the Three-Tier Capacity-Building Model?
It is a way to examine how district decisions, campus conditions, and classroom practice work together. A change at one level depends on support at the others. Professional learning connects the system by helping educators understand, rehearse, and improve the practices that matter.
Information moves in both directions.
District expectations inform campus planning and classroom instruction. Evidence from students and educators should flow back to campus and district teams, so decisions respond to what is actually happening.
